FDD Requirements by State

The Franchise Disclosure Document (FDD) is needed for any franchise offering in the United States. Each state handles the registration and filing of this document differently. Some require submission to the state for approval, while other do not. Many states charge a filing fee as well.

What States Need to File a Franchise Disclosure Document?

The following list shows what states require filing and those that do not. State requirements can change at any time. You should always consult with each government website to be sure.

  • California - register and pay $675
  • Colorado - no filing / no fees
  • Connecticut - register and pay $400
  • Delaware - no filing / no fees
  • Florida - no longer requires registration
  • Georgia - no filing / no fees
  • Hawaii - register and pay $125
  • Idaho - no filing / no fees
  • Illinois - register and pay $500
  • Indiana - register and pay $500
  • Iowa - no filing / no fees
  • Kansas - no filing / no fees
  • Kentucky - register and pay $150
  • Louisiana - no filing / no fees
  • Maine - register and pay $25
  • Maryland - register and pay $500
  • Massachusetts - no filing / no fees
  • Michigan - register and pay $250

  • New York - register and pay $750
  • North Carolina - register and pay $250
  • North Dakota - register and pay $250
  • Ohio - no filing / no fees
  • Oklahoma - no filing / no fees
  • Oregon - register but no fee
  • Pennsylvania - no filing / no fees
  • Rhode Island - register and pay $500
  • South Carolina - register and pay $100
  • South Dakota - register and pay $250
  • Tennessee - no filing / no fees
  • Texas - register and pay $25
  • Utah - register and pay $100
  • Vermont - no filing / no fees
  • Virginia - register and pay $500
  • Washington - register and pay $600
  • West Virginia - no filing / no fees
  • Wisconsin - register and pay $600
  • Wyoming - no filing / no fees
